        <ABSTRACT><![CDATA[This final completed air quality designations on state lands for three areas, and by doing so, for the 2006 24-hour PM2.5 NAAQS. On November 13, 2009, EPA designated 31 areas across the country as nonattainment for the 24-hour PM2.5 NAAQS. These air quality designations were based on 2005-2007 data and analyses, with EPA taking into consideration 2006-2008 air quality monitoring data. EPA's evaluation of 2006-2008 air quality monitoring data indicated that monitors in three areas which had not violated the 2006 24-hour PM2.5 NAAQS based on 2005-2007 data were now violating the standards based on 2006-2008 data. These monitors are located in Pinal County, Arizona (2006-2008 24-hour design value of 48); Plumas County, California (2006-2008 24-hour design value of 49); and, Shasta County, California (2006-2008 24-hour design value of 48). For the three newly violating areas, EPA did not finalize initial designations. Because these areas are newly violating the 2006 24-hour PM2.5 NAAQS, EPA and the affected states and tribes needed further information to determine the appropriate nonattainment area boundaries, in accordance with the process that EPA has used for other nonattainment area designations, per section 107(d). This action also includes a 110(k)(6) error correction related to the designation classification for Ravalli, Montana and a technical correction to the name of the Knoxville, Tennessee nonattainment area. Both of these corrections are related to the 2006 24-hour PM2.5 NAAQS designations. Finally, in the November 13, 2009 final rule, EPA indicated that it intended to initiate the process to redesignate two areas (Harris County, Texas and Pinal County, Arizona) to nonattainment for the 1997 annual PM2.5 NAAQS. EPA announced its designation decisions for these areas in this action.]]></ABSTRACT>
