Title: ●Widespread Use for Onboard Refueling Vapor Recovery and Stage II Waiver 
Abstract: This rule is proposing criteria for determining whether onboard refueling vapor recovery (ORVR) is in widespread use and proposing to determine the date by which such widespread use of ORVR will occur. The Administrator may allow removal of Stage II gasoline vapor recovery from service stations in serious and above areas when widespread use criteria are met. ORVR and Stage II are largely redundant systems that capture VOC and HAP emissions that may escape during vehicle refueling. ORVR is being phased in to more and more new vehicles and its widespread use allows Stage II systems to be decommissioned from gasoline dispensing facilities.
