Title: ●Prevention of Significant Deterioration and Title V Greenhouse Gas Tailoring Rule Step 3 
Abstract: This rule fulfills EPA's commitment, made in the Final Tailoring Rule, which stated that we would propose or solicit comment on a third step of the phase-in approach. This phase-in approach is designed to relieve the resource burdens by phasing in the applicability of greenhouse gas sources to the Prevention of Deterioration (PSD) and Title V (TV) programs of the Clean Air Act (CAA).
