Abstract: The passage of the Food, Conservation, and Energy Act of 2008, amended various Agency program authorities (e.g., expand eligibility) and authorized new programs. This rule codifies administrative provisions for all nonformula grant programs, as well as policies and procedures applicable to specific grant programs.
