Title: Grassroots Source Water Protection Program
Abstract: We are implementing the new Grassroots Source Water Program (Source Water) which was authorized by the 2002 Farm Bill as an amendment to the Food Security Act of 1985; the 2008 Farm Bill increased the maximum amount to be authorized annually from fiscal year (FY) 2008 through 2012. Source Water uses onsite technical assistance of State rural water associations and devotes Rural Source Water Technicians to create operating plans that identify priority areas where local pollution prevention efforts are needed most in their States. Working with FSA and NRCS at the State and local level, these technicians help to create local community-centered teams to develop a Rural Source Water Protection Plan that promotes clean ground water and outline voluntary measures that farmers, ranchers, and other can producers can install on their farms to prevent source water pollution. Voluntary measures include the use of riparian buffers, filter strips, and other related practices authorized under the Conservation Reserve Program. Appropriations of $20 million per year were authorized.
