Title: Delivery Enhancement for Grants 
Abstract: Rural Development proposes to combine into a single regulation the common features of the following grant programs: 1. Energy for Rural America 2. Value-Added Agricultural Market Development Produce Grants (VAPG) 3. Community Facilities Grant Program 4. Water and Waste Disposal Direct Loans and Grants 5. Telecom Distance Learning and Telemedicine Grant Program 6. Economic Impact Initiative Grant Program 7. Rural Cooperative Development Grant (RCDG) This new regulation is expected to encompass the policies and procedures for conducting grant pre-award activities, awarding grants, conducting post-award activities, and closing out grants. The intent of this action is to improve program delivery by eliminating unnecessary differences among the programs, thus, making it easier for potential grantees to participate in these programs. The action is not expected to involve substantive policy changes, but it will likely include some mechanical procedural changes that would be expected to produce the same policy results in a more streamlined manner.
