Title: Lien Accommodations and Subordinations for 100 Percent Private Financing 
Abstract: The Rural Utilities Service, an agency delivering the United States Department of Agriculture’s (USDA) Rural Development Utilities Programs, hereinafter referred to as Rural Development and/or the Agency, proposes to amend its regulations on lien accommodations and subordinations. The rule would propose to remove the procedures where, case-by-case, the Agency approval of the issuance of additional secured debt is required and establish those procedures: Eligible financing purposes, decision factors for granting lien accommodations, application content and timeframe, in an agency guide bulletin. The rule would focus on lien accommodation policies and establish a more user-friendly regulation for lien accommodation and subordination for 100 percent private financing. The Agency proposes this clarification and update to the existing lien accommodation and subordination regulations in its ongoing effort to maintain current program rules.
