Title: Revision of the Regional Stability and Chemical and Biological Export Controls in the Export Administration Regulations | |
Abstract: This rule amends the Export Administration Regulations to revise the Regional Stability and Chemical and Biological export controls for a number of countries. This rule removes certain export license requirements based on regional stability controls for Austria, Finland, India, Ireland, South Korea, Sweden, and Switzerland, because these countries are either members of or adhere to most if not all of the multilateral export control regimes, e.g., Wassenaar Arrangement, Nuclear Suppliers Group, Missile Technology Control Regime, and the Australia Group. In addition, this rule removes certain export license requirements based on chemical and biological controls for India, because it is a signatory to the Chemical Weapons Convention and the Biological Weapons Convention and does not pose a proliferation risk. This rule also makes editorial corrections and harmonizing revisions to the sections of the EAR that describe regional stability and chemical and biological controls, as well as making a license requirement correction to Export Control Classification Number (ECCN) 0A018. | |
