Title: Clarification of Export Control Jurisdiction for Civil Aircraft and Civil Aircraft Equipment Under the Export Administration Regulations
Abstract: This interim final rule amends the Export Administration Regulations (EAR) to clarify how section 17(c) of the Export Administration Act of 1979 (EAA) is implemented in the EAR. This EAR rule is being published concurrently with a Department of State interim final rule amending the International Traffic in Arms Regulations (ITAR), part 121. This EAR rule, in addition to the Department of State rule, provides guidance to the regulated public to help them better determine what civil aircraft and civil aircraft equipment including parts, accessories, attachments, components, and related technical data and software) is subject to the EAR based upon meeting the criteria of this statutory provision of the EAA (i.e., sec 17(c)).
