Title: ●Amendment to General Order No. 3: Addition of Certain Persons
Abstract: The Bureau of Industry and Security is revising the Export Administration Regulations (EAR) by amending a general order published in the Federal Register on June 5, 2006. The general order was later amended on September 6, 2006, to add nine additional persons and then expanded through an amendment that was published on June 8, 2007. Sixteen additional persons were also added to the general order at that time. The expanded general order imposed a license requirement for the export or reexport of any item subject to the EAR involving specifically listed persons who fell into one of two groups: (i) Persons concerning whom the U.S. Government has information of affiliation or relationship to Mayrow General Trading and (ii) persons concerning whom the U.S. Government possesses information regarding the acquisition or attempted acquisition of commodities capable of being used to construct IEDs, as well as specifically listed persons who are related or affiliated with such persons. The license requirement applied to any transaction in which items were exported or reexported to such persons or in which such persons acted as purchaser, intermediate consignee, ultimate consignee, or end-user. The expanded order also prohibited the use of License Exceptions for exports or reexports of any items subject to the EAR involving such persons. This rule adds additional persons to the general order, listed in alphabetical order. In addition, this rule will provide two aliases for one of the persons previously listed in the general order.
