Title: Oil and Gas Leasing and Operations--Appeals Procedures 
Abstract: This proposed rule would replace the existing provisions for protesting the offering of certain parcels for oil and gas leasing and would bring into line the Bureau of Land Management’s (BLM) oil and gas leasing processes with the best administrative practices of the Department of the Interior. The rule would address opportunities for public comment on BLM implementing certain land use allocation decisions related to oil and gas leasing approved in a land use plan. In addition to replacing lease protests with comments, the proposed rule would also ease the administrative burden on the Interior Board of Land Appeals through a new BLM process. BLM would extend commenters an opportunity for administrative appeal only in those cases that BLM has determined raise novel or important issues. The rule would revise the BLM procedures for State Director Review of oil and gas operational issues.
