Title: ●Required Use of Certified Weed-Seed-Free Hay, Straw, and Mulch
Abstract: This rule would require use of certified weed-seed-free hay, straw, or mulch when feeding domestic animals on public lands and when reclaiming or stabilizing the public lands. The rule would apply across all BLM land-use programs, so that the requirement pertains to supplemental feed for grazing livestock, feed for recreational stock and pack animals, and any animals used in association with any land use authorized under BLM regulations. It would also apply to materials used for land reclamation after authorized land use and for rehabilitation and emergency stabilization after wildfire. This rule would enable BLM actions to be consistent with pertinent State laws.
