Title: Safety and Environmental Management Systems 
Abstract: The rule proposes that each Outer Continental Shelf (OCS) lessee/operator would be required to develop, maintain, and operate under a Safety and Environmental Management System (SEMS) program composed of the four elements. The 4 elements are Hazards Analysis, Management of Change, Operating procedures, and Mechanical Integrity. Each SEMS program would be tailored to the scale and complexity of the company's operation, and structured to include accountabilities for contractors and subcontractors. The use of this program would reduce the risk and number of accidents, injuries, and spills during OCS activities.
