Title: Open and Nondiscriminatory Movement of Oil and Gas as Required by the Outer Continental Shelf Lands Act 
Abstract: This regulation will provide shippers a way to file complaints alleging denial of access or discriminatory access to pipelines on the Outer Continental Shelf. The Outer Continental Shelf Lands Act (OCSLA) requires owners of pipelines to provide open and non-discriminatory access to shippers of production. The Federal Energy Regulatory Commission (FERC) has historically enforced this provision through its enforcement of the Natural Gas Act (NGA) and the Interstate Commerce Act. The courts have ruled that Minerals Management Service has jurisdiction. This regulation conforms the MMS regulations to these court decisions.
