Title: Marine Mammals; Endangered and Threatened Wildlife and Plants; Proposed Termination of the Southern Sea Otter Translocation Program
Abstract: The Service proposes to terminate the southern sea otter translocation program and to allow sea otters residing in designated translocation and management zones to remain after the zones are abolished. The southern sea otter translocation program has failed to meet its established goals and objectives. This decision is consistent with recommendations from the southern sea otter recovery team and resolves conflicts that have arisen between Fish and Wildlife Service mandates under the Endangered Species Act and Public Law 99-625.
