Title: Endangered and Threatened Wildlife and Plants; 4(d) Rule for the Pacific Coast Distinct Population Segment of the Western Snowy Plover  
Abstract: The Service plans to make a final determination on our proposed special rule for the Pacific Coast population of the threatened western snowy plover under section 4(d) of the Endangered Species Act. The special rule would eliminate the take prohibitions when entities involved in management activities have a habitat management plan that has been approved by the Service in the States of Washington, Oregon, and California.
