Abstract: The Service proposes a nonessential experimental population of the Rio Grande silvery minnow in Texas. This action is being taken to achieve one of the species' recovery goals, to reestablish the minnow in at least three additional areas of its historic range, as outlined in the 1999 recovery plan.
