Title: Off-Road Vehicle Regulations on National Wildlife Refuges 
Abstract: We plan to develop regulations to provide for administrative designation of the specific areas and trails on public lands on which the use of off-road vehicles (ORVs) may or may not be permitted. We also plan to describe the requirements for ORVs on areas of the National Wildlife Refuge System, describe the permit requirements for ORV use, describe what determines if/when we close existing trails to ORV use, and establish refuge-specific sections for refuge units that have special regulations concerning public access, use, and recreation. This will be done in compliance with Executive Order 11644.
