Title: Revising Blackbird Depredation Order To Remove Rusty Blackbird 
Abstract: We plan to propose to revise the Blackbird Depredation Order (50 CFR 21.43), which allows the control of certain blackbird species when they are causing agricultural and other depredations, to remove the Rusty Blackbird, a species of conservation concern due to population declines.
