Abstract: The regulations concerning backcountry camping and sanitation in the Special Regulations for Shenandoah National Park are unnecessary as they duplicate the rules and authorities granted to the Superintendent for local rulemaking under sections 2.10 and 2.14. Removing sections 7.15(a) and (c) will reduce the need for future rulemaking requiring Federal Register publication. | |
