Title: Remining Incentives | |
Abstract: This rule would implement section 415 of the Surface Mining Control and Reclamation Act, which authorizes the Secretary to adopt remining incentives such as abandoned mine land (AML) fee waivers on the use of AML funds to provide bond guarantees. In each instance in which an incentive is used, the Secretary must determine, with the concurrence of the State regulatory authority, that the eligible land would not be likely to be remined and reclaimed without the incentive. | |
