Title: Federal-State Unemployment Compensation Program; Interstate Arrangement for Combining Employment and Wages  
Abstract: Section 3304(a)(9)(B) of the Federal Unemployment Tax Act requires States to participate in any arrangement specified by the Secretary of Labor for payment of unemployment compensation on the basis of combining an individual's employment and wages in two or more States. Prior regulations implementing this arrangement allow individuals who have worked in more than one State to establish a combined-wage claim (CWC) in the State in which they are physically located, regardless of whether or not they have covered wages in that State. The Employment and Training Administration amended the regulations to provide that individuals can establish CWC claims only in a State in which they have worked.
