Abstract: The Commission affirms in part and grants rehearing in part of its order amending its regulations to provide for additional blanket authorizations under section 203(a)(1) of the Federal Power Act to facilitate investment in the electric utility industry and, at the same time, ensure that public utility customers are adequately protected from any adverse effects of such transactions. (Docket No. RM07-21-000).
