Abstract: The Commission issued a policy statement concluding that where the Commission has completed its processing of license applications for hydrokinetic projects, and where other authorizations required under federal law have not yet been received, the Commission will issue conditioned licenses for hydrokinetic projects, predicated on the licensee being precluded from commencing construction until the necessary authorizations are received.
