Title: Certification, Compliance, and Enforcement Requirements for Consumer Products and Certain Commercial and Industrial Equipment 
Abstract: This rulemaking is to adopt requirements for manufacturers to assure their compliance with energy conservation requirements specifically mandated under the Energy Policy and Conservation Act, as amended, for commercial warm air furnaces and covered commercial heating, air conditioning, and water heating equipment, including furnaces. These requirements include the use of testing and calculation methods for manufacturers to rate the efficiency of their equipment, the role of voluntary independent certification programs in assuring the accuracy of the ratings, and the testing regimen and criteria that DOE would use in enforcement proceedings.
