Title: Prevention of Significant Deterioration for PM2.5--Increments, Significant Impact Levels and Significant Monitoring Concentrations 
Abstract: Section 166 of the Clean Air Act authorizes the Environmental Protection Agency to establish regulations to prevent significant deterioration of air quality due to emissions of any pollutant for which a NAAQS has been promulgated. The NAAQS for PM2.5 was promulgated in 1997. On November 1, 2005, EPA proposed regulations for the implementation of the PM2.5 program including the New Source Review (NSR) provisions. In that NPRM, we indicated that we would be proposing a separate rule for developing increments and Significant Impact Levels (SILs) to facilitate implementation of a PM2.5 PSD program. Increments are maximum allowable increases in ambient PM2.5 concentrations (PM2.5 increments) allowed in an area above the baseline concentration. SILs are a screening tool used by a major source to determine if it needs to do a comprehensive increments analysis. If a source’s impacts of PM2.5 emissions are less than the corresponding SIL, the source’s impacts are considered to be deminimis and no further modeling analyses are required. In this final, we are promulgating 2 options for developing PM2.5 increments. EPA’s final option would be the % of NAAQS option, also known as the “safe harbor” approach, but we are also seeking comment on the “Equivalent Increment” approach. For SILs, we requested comments on 3 options in the NPRM and will address them in the final.
