Abstract: This rule allocates essential use allowances for the import and production of class I stratospheric ozone depleting substances for 2008. Essential use allowances enable a person to obtain newly produced or imported controlled class I ozone-depleting substances under the essential use exemption to the regulatory phaseout of these chemicals, which became effective on January 1, 1996.
