Title: Pulp and Paper Sector Model
Abstract: The 2004 National Academy of Sciences (NAS) report recommended that EPA begin conducting integrated assessments that consider multiple pollutants (ozone and PM2.5 precursors, hazardous air pollutants, and other chemicals that may be of concern) and multiple effects (health, ecosystem, visibility) to set standards and develop planning and control strategies. In response to this recommendation, EPAs Office of Air Quality Planning and Standards (OAQPS) identified the pulp and paper sector as the candidate industry for its first multi-pollutant, sector-based strategy pilot because of the sectors potential for both SO2 and NOx emissions reductions, the sectors regulatory and compliance complexities and related timing, and the sectors interest in participating in such an approach. The pulp and paper sector strategy approach will include developing guidance in the form of a model rule for States to consider adopting. If a state adopts the rule, facilities would have the option of voluntarily opting in with binding commitments for a specified time period. The program would have a clause that would allow the rule to be reviewed and reopened in light of circumstances that could not be ignored (i.e., reauthorization of the Clean Air Act). The framework would focus on larger SO2 emissions reductions from bigger facilities in problem areas and would also reflect possible emissions reduction requirements, baselines and source monitoring requirements. Facilities opting into the program would be afforded some regulatory flexibilities and a period of regulatory certainty. OAR does not plan to do this project. Withdrawn due to CAIR vacature and its impact on the Pulp and Paper SO2 Sector Model Rule.
