Title: ●Revised Exceptional Event Data Flagging Submittal and Documentation Schedule for 2008 Ozone NAAQS Monitoring Data | |
Abstract: The Exceptional Events Rule (Treatment of Data Influenced by Exceptional Events, 72 FR 13560 published Mar. 22, 2007) provides a general schedule for the flagging of monitored data affected by exceptional events and the submission of final documentation in the Air Quality Subsystem Database (AQS) for support analysis of air quality related to National Ambient Air Quality Standards (NAAQS) attainment. If the general schedule does not allow sufficient time to flag and document data prior to statutory deadlines, the Agency reserved the authority to provide revised schedules when new NAAQS are finalized. This new direct final rule and parallel proposal action amend the Exceptional Events Rule by providing a revised exceptional event data flagging and documentation schedule for Ozone data submitted relating to the 2008 Revised Ozone NAAQS. States are required to flag all monitored data influenced by exceptional events (including forest fires and hurricanes) between the years 2005 and 2007 not later than December 31, 2008, in order for that data to be considered for exclusion by the Agency for Ozone attainment designations. Data to be considered from calendar year 2008 must be flagged in the Agency's AQS database on or before March 12, 2009, with supporting technical documentation for all four calendar years to be provided not later than March 12, 2009. | |
