Title: Increase Number of Unique Available Vehicle Identification Numbers (VIN)
Abstract: This rulemaking would implement changes that would increase the number of unique available VINs by moving the location of the information conveying vehicle make from the first section of the VIN (the manufacturer identifier) to the second section, so that manufacturers no longer need a new identifier for each new vehicle make. Also, certain characters in the VIN that were previously only numeric would also be alphabetic, vastly increasing the number of possible unique VINs.
