Title: Hazardous Materials; Revision to Requirements for the Transportation of Batteries and Battery-Powered Devices | |
Abstract: The issues in this rulemaking are being merged with another rulemaking (RIN 2137-AE31), and RIN 2137-AE27 will not be used. This rulemaking would clarify current requirements in the Hazardous Materials Regulations applicable to the transportation of electrical devices, including batteries and battery-powered equipment. The regulations currently prohibit the transportation of electrical devices that are likely to create sparks or generate a dangerous quantity of heat that could potentially cause fire, smoke, or otherwise adversely affect packaging material or the means of conveyance unless the devices are packaged in a manner that precludes such an occurrence. Since 1996, there have been more than 75 incidents in air transportation involving electrical storage batteries or batteries contained in equipment that have resulted in the production of smoke, fire or dangerous amounts of heat. This rulemaking would specify the types of packagings that must be used, including measures to protect against short circuits or accidental activation. | |
