Title: Economic Opportunities for Low- and Very Low-Income Persons (FR-4983) | |
Abstract: This rule would revise HUD's regulations found at 24 CFR part 135, which ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State, and local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing and to business concerns which provide economic opportunities to these persons. 24 CFR part 135 was last revised to incorporate the statutory amendments of the Housing and Community Development Act of 1992. The Department is currently operating under an interim section 3 rule, which was published on June 30, 1994. This interim rule will be revised to (1) reflect certain changes in the design and implementation of the Department's program that are subject to the section 3 regulations; (2) clarify the obligations of individuals and entities subject to the requirements of section 3; (3) establish a national registry of section 3 business concerns; (4) simplify the Department's administration of section 3 requirements; and (5) issue a final section 3 rule. | |
