Title: Small Business Innovation Research (SBIR) Policy Directive
Abstract: SBA proposed amendments to the Small Business Innovation and Research (SBIR) Program Policy Directive. Those amendments reflected the requirements that Executive Order 13329 "Encouraging Innovation in Manufacturing" imposed on SBA and Federal agencies participating in the SBIR Program (70 FR 28975). In accordance with the Executive order, SBA will issue guidelines on implementing the Executive order, including requiring participating agencies to: (1) Give high priority to SBIR projects that are focused on manufacturing-related R&D in a manner consistent with their missions and the purpose of the SBIR program; (2) develop an action plan for implementing the order; and (3) report to SBA annually on these implementation plans.
