Title: Amendments to Government Contracting Programs and 8(a) Business Development/Small Disadvantaged Business Status Determinations
Abstract: SBA is amending its regulations to incorporate the current statutory language that appears in 15 U.S.C. 644(g) and regulatory language that appears in subpart 19.5 of the Federal Acquisition Regulations (FAR). Specifically, this rule codifies within the SBA's regulations the contracting practice commonly referred to as the "rule of two." The rule of two defines the parameters used by contracting activities in determining when to "set-aside" a procurement for exclusive small business participation.
