Title: Sacred Sites Management, Tribal Government Relations (FSM 1560) 
Abstract: To implement Executive Order (E.O.) 13007, Indian Sacred Sites, the Forest Service is preparing policy for managing sites located on National Forest System lands that are held sacred by Native American tribes and individuals. This E.O. directs Federal agencies to (1) accommodate access to and ceremonial use of Indian sacred sites by Indian religious practitioners and (2) avoid adversely affecting the physical integrity of such sacred sites. Agencies are instructed to, where appropriate, maintain the confidentiality of sacred sites. The proposed policy also consolidates and incorporates the separate yet related aspects of the American Indian Religious Freedom Act (AIRFA), the National Historic Preservation Act (NHPA), the Religious Freedom Restoration Act (RFRA), the Native American Graves Protection and Repatriation Act (NAGPRA), and E.O. 13175 (Consultation and Coordination with Indian Tribal Governments). The Forest Service plans to publish an interim directive to allow management of sacred sites in the spirit of E.O. 13007 while the final directive is being prepared. The interim directive will be published with request for comment in the Federal Register, seeking feedback from the public and other government sources. At the same time, the Forest Service will actively conduct consultation with Native American tribes. Comments received will be considered after tribal consultations are complete, for inclusion in a final directive to be set out in Forest Service Manual (FSM) 1560, Tribal Government Relations.
