Title: ●Sale and Disposal of National Forest System Timber, Prohibitions--Timber and Other Forest Products 
Abstract: The Department is preparing to issue a final rule (RIN 0596-AB81; 36 CFR 223) governing the disposal of special forest products and forest botanical products from National Forest System lands, via commercial harvest, sale, and free-use activities, on or prior to November 1, 2008. The final rule allows the Forest Service to: better manage the disposal of special forest products through commercial harvest and sale and free use; to implement a pilot program for charging and collecting fees for harvest of forest botanical products, pursuant to the pilot program law. The rule is intended to facilitate sustainable harvest of special forest products and forest botanical products. However, to legally enforce the rule, the regulations at 36 CFR 261.6(f) need to be clarified to include specific references to the Forest Service's management of the sale or exchange of forest products obtained via free or personal use.
