Title: ●Foreign-Trade Zones in the United States  
Abstract: The Foreign-Trade Zones Board (Board) is revising its regulations issued pursuant to the Foreign-Trade Zones Act of 1934, as amended (the Act). The revised regulations will improve the application and approval procedures for foreign-trade zones and activity therein. The Board intends to institute new reporting requirements when zone participants begin using new foreign components or finished products in zones, and it intends to clarify when Board approval is needed for new zone activity. The revised regulations also will provide the zone community with guidance on the "public utility" and "uniform treatment" provisions of the Act. The regulations will ensure that zone grantees apply uniform criteria in making decisions regarding use of the zone and will set forth various rules to ensure that zone privileges are not abused for private profit. The Board is also proposing to improve its regulations regarding imposition of fines for violations of the Act.
