Title: ●American Lobster Management Area 1 Control Date and Limited Access Program
Abstract: This action would amend Federal American lobster regulations (50 CFR 697), including the implementation of a control date that may be used to limit or restrict future access into the lobster trap fishery in the waters of the Exclusive Economic Zone of Lobster Conservation Management Area 1 (LCMA 1), the near-shore waters of the Gulf of Maine, based on historic participation criteria as recommended for Federal implementation by the Atlantic States Marine Fisheries Commission.

Additional Information: This control date notice is in response to a request from the Atlantic States Marine Fisheries Commission. Since the majority of American lobsters are harvested from state waters, primary lobster management authority is under the Commission and NMFS, under the Atlantic Coastal Fisheries Cooperative Management Act, is mandated to complement actions taken by the Commission.
