Title: BE-140, Benchmark Survey of Insurance Transactions by U.S. Insurance Companies With Foreign Persons 
Abstract: This action will amend existing rule 15 CFR 801 to provide for the conduct of a new benchmark survey--BE-140, Benchmark Survey of Insurance Transactions by U.S. Insurance Companies With Foreign Persons--2008. BEA currently conducts the BE-45 quarterly survey of insurance transactions that covers transactions above a size cutoff. The data from the proposed benchmark survey would be used to create universe estimates of insurance services that would include companies that fall below the threshold for reporting on the quarterly survey.
