Title: ●Cuba: Revisions to Gift Parcel and Baggage Restrictions, Creation of License Exception for Donated Consumer Communications Devices 
Abstract: This rule revises a License Exception in the Export Administration Regulations to allow items normally exchanged between individuals as gifts to be included in gift parcels sent by individual donors to individuals and organizations in Cuba. The rule also increases the maximum permissible value of such gift parcels, removes the requirement requirement that the recipient be a member of the donor's immediate family and increases the frequency with which gift parcels may be sent to Cuba. The rule revises another License Exception to remove the 44 pound baggage weight limit that applies to most travelers to Cuba. The rule creates a new License Exception for donated consumer communications equipment to be exported or reexported to Cuba. Finally, the rule expands the scope of licensing policy regarding. These changes are among those the President directed on April 13, 2009 to decrease the dependency of the Cuban people on the Castro regime and to promote and between Cuban-Americans an their relatives in Cuba as a means of encouraging positive change in Cuba.
