Title: Planning, Programming, and Budgeting 
Abstract: This rule would streamline the protest process as it applies to land use plans, update the regulations to recognize land use plans as a fundamental document for on-the-ground management, streamline the notice process for areas of critical environmental concern by tying the proposal directly to the plan, and make technical and editorial changes to reflect organizational changes in the Bureau of Land Management.
