Title: ●Safety and Decommissioning Requirements for Offshore Oil and Gas Platforms | |
Abstract: This rule would codify certain best practices for safely decommissioning offshore oil and gas platforms. Most of these safety practices are already accepted by industry and incorporated into MMS guidance documents. Some of these requirements would include: requiring a well with open perforations to have two barriers in place to allow the safe removal of blowout preventers, establishing expiration dates for platform decommissioning permits, establishing timeframes for submissions of abandonment and decommissioning plans, collecting historical well data, and establishing requirements for operators on probation. This rule would apply industry best practices and improve human and environmental safety during decommissioning. | |
