Title: Off-Road Vehicle Regulations on National Wildlife Refuges 
Abstract: In compliance with Executive Order 11644, we are developing regulations to provide for administrative designation of the specific areas and trails on public lands on which the use of off-road vehicles (ORVs) may or may not be permitted. We also plan to establish requirements for ORVs on areas of the National Wildlife Refuge System; permit requirements for ORV use; determinations on when we close existing trails to ORV use; and refuge-specific sections for refuge units that have special regulations concerning public ORV access, use, and recreation.
