Title: Refuge Specific Regulations; Public Use; Kodiak National Wildlife Refuge 
Abstract: To implement the Kodiak National Wildlife Refuge Comprehensive Conservation Plan, we propose to modify the seasonal public use closure of the O’Malley River area to allow a bear viewing program. We also propose to close approximately 2,820 acres at Den Mountain to snowmobile access to protect denning brown bears. The O’Malley River area is currently closed seasonally to all public access; the modified regulation would allow public access for viewing of this unique resource. The Den Mountain closure would protect denning brown bears and their cubs, which are especially susceptible to human disturbance from snowmobiles. The remainder of the more than 1.5 million acres of refuge lands would remain open to snowmobile access during periods of adequate snow cover under existing regulations.
