Title: ●Endangered and Threatened Wildlife and Plants; Reclassifying Black-capped Vireo (Vireo Atricapilla) From Endangered To Threatened 
Abstract: We are reclassifying the black-capped vireo, a migratory songbird that breeds in Texas and Oklahoma, from endangered to threatened. This action is based on the speciesÂ’ completed 5-year review, which states that while some threats have decreased in magnitude and the magnitude of other threats has been reconsidered, threats to the species still exist and its recovery currently depends largely on management actions to reduce these threats. The species no longer meets the definition of endangered, and therefore reclassification from endangered to threatened status is appropriate.
