Title: ●Endangered and Threatened Wildlife and Plants; Listing Three Foreign Bird Species (Procellariidae; Tube-nosed Seabirds) as Threatened: Cook’s Petrel, Galapagos Petrel, and Heinroth’s Shearwater  
Abstract: We are finalizing a rule to list three foreign bird species of the family Procellariidae as threatened on the List of Threatened and Endangered Wildlife and Plants: Cook’s petrel (Pterodroma cookii), Galapagos petrel (Pterodroma phaeopygia), and Heinroth’s shearwater (Puffinus heinrothi). The Cook’s petrel is endemic to the New Zealand archipelago; the Galapagos petrel is endemic to Galapagos Islands, Ecuador; and Heinroth’s shearwater is native to Papua New Guinea, and Solomon Islands. A proposed rule to list six foreign bird species of this family was published 12/17/2007 (RIN 1018-AV21). Three species were proposed as threatened and three species as endangered. A separate final rule will be published for the three species proposed as endangered (see related RIN 1018-AV21).
