Title: Management of Federal Agency Disbursements | |
Abstract: The Department of the Treasury, Financial Management Service, is proposing to amend 31 CFR part 208 to allow Federal agencies to issue part or all of an employee's travel reimbursement to the travel card issuing bank for crediting to the employee's travel card account (split disbursement). Currently, 31 CFR 208.6 requires that Federal electronic payments other than vendor payments be directed to a deposit account at the financial institution "in the name of" the individual. Treasury waived this requirement for split disbursement in April 2005. The proposed rule will codify the terms of the waiver in part 208. In addition, the proposed rule would prohibit a Federal agency from making a check payment to another Federal agency, and would instead require that all agency-to-agency payments be made through the Intra-Governmental Payment and Collection System. | |
