Title: Assistance to States for the Education of Children With Disabilities and Preschool Grants for Children With Disabilities Programs
Abstract: These regulations amend regulations governing the Assistance to States for the Education of Children With Disabilities and Preschool Grants for Children With Disabilities programs under the Individuals With Disabilities Education Act. The new provisions, determined necessary for effective administration of certain areas of these programs and not subject to public comment in prior rulemaking, include representation of parents by non-attorneys in due process hearings, revocation of consent after a parent agrees to services, and base payments to local educational agencies.
