Title: Energy Efficiency Standards for General Service Fluorescent Lamps and Incandescent Lamps 
Abstract: The Energy Policy and Conservation Act (EPCA), as amended, establishes initial energy efficiency standard levels for fluorescent lamps and incandescent reflector lamps. EPCA also requires DOE to undertake two subsequent rulemakings to determine whether the standard for a covered product should be amended. This is the first review of the standards for fluorescent and incandescent lamps. Previously, this rulemaking had considered energy conservation standards for general service incandescent lamps, however the Energy Independence and Security Act of 2007 established standard levels for general service incandescent lamps and modified spectrum general service incandescent lamps which take effect between 2012 and 2014. DOE is therefore no longer considering these lamps in this rulemaking.

Additional Information: The Energy Independence and Security Act of 2007 prescribes standards for general service incandescent lamps. Because standards are now in place for these products, they have been removed from this rulemaking.
