Title: Alternative Work Practice for Leak Detection and Repair 
Abstract: This rule amended existing regulations controlling emissions of volatile organic compounds (VOC) and hazardous air pollutants (HAP) under the Clean Air Act. These regulations are codified at 40 CFR Part 60, 61, 63, and 65. These regulations require periodic leak detection and repair (LDAR) of pumps, valves, and connectors. The previously existing rule required each pump, valve, and connector to be individually monitored for leaks. Facilities have had LDAR programs in place for over 20 years and view them as burdensome because they are labor intensive. Newer image based monitoring technology has been developed which can detect leaks at reduced costs because of the ability to monitor multiple components at one time. This rule amended the existing regulations to enable the plant operators to use the new technology.
